Arrow Sizing Charts are used as a reference to help the individual archer figure out what specific spine works best with his/her bow setup.
To correctly use an Arrow Chart an archer needs to know what the arrow length (arrow length for the charts is measured from the nock to the end of the shaft) is going to be used out of the bow (Not the Bow's Draw Length) and how many pounds they are drawing back on the bow.
